The possibility of finding my phone?

My Galaxy note 4 was stolen a few days ago and since the thief turned off my phone, I am having a hard time tracking it. I know it is possible to track it by gps or the IMEI number but my phone carrier won't track it because I dont have insurance.
I also called it numerous times but it went straight to voicemail and when i sent a text message my message was delivered. I tracked my phone on the android device manager and the location is unavilable because the phone is off plus I checked my map location and theres been no trace since the phone got stolen. Is there any other way that I can track my phone, if so please help me. I have the IMEI number as well.
