How to solve problem with cell pics in PNG not uploading to Windows Photo Viewer?

Have the Samsung Galaxy S4 cell and use Windows Photo Viewer on my PC.

Recently, in Windows Photo Viewer, images I have uploaded just show up in the thumbnails as the generic flower picture. When I try to open/ view it, it says "Windows Photo Viewer can't open this picture because either Windows Photo Viewer doesn't support this file, OR you don't have the latest updates to Photo Viewer." The picture details on the ones that appear that way, show they are PNG format, which I have never heard of. The oddest thing is that pictures taken just moments before or after them, that DO show up, the details show they are JPEG images. So, if I tool 10 pictures at an event, maybe half of them show up as normal and JPEG, and the others don't show up and say they are PNG.

I searched for updates and seem to have the latest ones.
So, is this my phone selecting the image type? If so, how do I stop that?
If it is Photo Viewer doing it, can I convert them to JPEG?

Any help appreciated! Also, I am not certain as I usually don't view my pictures immediately after uploading them, but I could almost swear that ones that DID show up before, now are just gone/ the generic flower icon. Could it have been a Windows update?

Added (1). Additional info: Windows 7 Home Premium. In trying to open with Paint, it says: "Paint cannot read this file. Not a valid bitmap file or format not currently supported."
