I have both a Windows 10 laptop and an Android Samsung Galaxy TabA.
On my Windows 10 laptop, I simply click Tools > Voice Typing, and the Microphone icon appears. Then I can issue voice commands such as "delete", "capitalize word", "select paragraph", "highlight yellow". I can also pull up a full list of Voice Commands by clicking the "?" by the Microphone icon.
However, none of this works on my Android Samsung Galaxy TabA. There's no Tools tab. And the Microphone only appears in the keyboard. And the Help section does not refer to Voice Commands.
