How to fix the Can't establish a reliable connection on Google Playstore?

I have a Samsung Galaxy Tab 4. Model Number SM-T23NU. Android Version 4.4.2. I have tried EVERYTHING to sign in to Google Playstore but every time I try to do it a message pops up that reads, "Can't establish a reliable connection to the server. This could be a temporary problem. Try again or connect to another Wi-Fi network." I have tried it with other internet connections but it still does not connect so I know it's not my Wi-Fi that isn't working. I have also tried to delete that data and cookies from the Playstore app, I have tried signing in through YouTube and my Google account, my tablet is set to the correct time also but still nothing and when I go to the apps under settings, Google Playstore doesn't show up. I'm not sure if that's normal or not. I really need help. I've had this problem for months. I had factory reset my tablet and it worked but when I reset it once again that's when the problem started.
