Accessing Wi-Fi and tether/mobile hotspot on Samsung Galaxy s4?

A few months back I did a complete factory reset (not meaning to completely wipeout my software, but I did), and now I can not turn on Wi-Fi or mobile hotspot. Whenever I try neither respond, and occasionally tether will say error. I m assuming it has something to do with administration, encryption, or credentials because whenever I go under lock screen settings I am unable to change the type of security as it says those things. There are a few settings that cannot be changed and I receive a message that says something like my software was configured without authorization. I ve already cleared credentials and my device is not encrypted. How do I go about fixing this issue?
