Is there a a way to turn off wi-fi scanning completely on a Galaxy S5?

Here's the deal: I am using my phone as a wi-fi hotspot. But every five to seven minutes, an annoying popup appears that says "Attention: Turning on Wi-Fi will disable Hotspot." Now, before you tell me to disable wi-fi in the menu or to uncheck the Connections Optimizer options, let me state for the record I have done that already. Also, to save some folks some time, yes, I know smartphones were designed to access the internet, so I know how "dumb" it is of me to ask how to prevent it from doing so. Thanks!

Furthermore, I've downloaded every wi-fi disabling app I can find, but the popup still appears. I've scoured the internet and amazingly, there are only two results on this specific issue and neither have a resolution. The asker just kind of gave up. Is there a solution to this? Thanks for any positive answers you can provide!
