Is it possible to mirror my phone screen to my tablet over Bluetooth, without wifi?

I have a Samsung galaxy s4 with unlimited data which I use to stream content… Netflix, Hulu, YouTube, etc. Works great but sometimes I want a bigger screen. I also have a Samsung Galaxy Tablet 10.2.1 or something like that and am able to connect it to my phone s hot spot but the hot spot data is limited. I do have wifi available but it is limited as well and I am not the only one using it. I feel like my best option is a solution where I can continue to stream to my phone over my mobile data and send the images I am streaming to my tablet without it being on a with network. Is this even an option?
