Will the FBI Virus be gone if I backed up and reset my entire phone?

I was searching the web on my samsung galaxy s4 and I got a pop up saying something like "you have been blocked and I committed a crime and all this junk about downloading illegal stuff and I would be fined 250$ and had it a place for me to write my debit card number just demanding my money or the FBI would come after me and put me in jail and it said the message was from the FBI" at first it scared me and I freaked out because I didn't download anything but my phone said I did… So I went to my files and downloads and tried to see what it was and it wouldn't let me view what I had "supposably downloaded" so I just started deleting it out of my files and downloads. Then I went to my settings and went to my personal data and deleted all that. I then looked it up and realized I was more than likely being scammed and the FBI wasn't coming after me lol. So now I am worried about this virus messing up my phone and blocking me off of it. I ended up restarting the whole thing and EVERYTHING on my phone was deleted. Will this take care of the virus? Am I good? Help lol
