Inspiron 560 2 beep Memory read error, any solutions?

Alright I am starting this off by saying I have seen 13 posts on websites on this reading anywhere from replace PSU to New Mother Board. That being said I have trouble shot to my wits end. I tried clear CMOS, jumper and battery, tried letting it sit for 24hrs+(try a month), trying 1 slot at a time, and even getting 6 types of RAM and trying them all. Now luckily this isn't my main computer, rather a secondary one I got for free along with my $20 Gateway FHD2401 and $20 Inspiron 570, so it's not a matter of Do-or-Die, but it'd be nice to have a second computer. That being said, here's the Tech. Spec.s: 0K38V0 G43-T MotherBoard(factory), LGA775 Intel Core 2 Duo E7500 2.9 Ghz, 160Gb HDD(free with it), 305W PSU, no aftermarket accessories. The problem is exactly this: I plug it in, press the power button, fans spool maxed out, and then immediately thereafter beeep beeep, 3 second pause, beeep beeep. No video, no bios, no dell logo. Nothing. As for Memory: Elpida, Crucial, Samsung, Corsair, AMD value, AMD entertainment. All confirmed working by my gaming desktop. All Memory except Value/Entertainment was PC3-10600 (1066mhz), value 1333mhz, entertainment 1600mhz. Max RAM speed is 1066, but the last two were just 'cause. So at this point I'm at a loss, I'm not getting the dreaded 3 beep motherboard failure, yet no memory units work? So I'm unsure of anything else to try, so ideas?
