Why won't my Samsung Galaxy Note 1 connect to wi-fi?

OK, so recently I received the Samsung Galaxy Note, the original, GT I9920 from China. I have 2 major problems with it.

1. No Play Store. At the moment I'm running Android 4.1.2 Jellybean on it. When I first received the phone, the phone had my dad's old info on it so I factory reset it. All was nice and dandy, I got the phone to Englishand stuff but Inoticed that neither Android Market, Play Store nor Google Play services/settings was on it. Does it have something to do with the fact tht the phone's Chinese?

2. No Internet. After I factory reset the phone, everything was alright. I was hooking to YouTube, downloading Aptoide and such, but after Day 2 everything went down.
Every time I turn on WLAN, it just says connecting, and nothing happens. The list of available connections doesn't appear
But after a long time being locked, it just automatically connects for 10 sec and quits again.
BTW my home wifi is WEP

3. It lags a lot. Every time I open an app and close, it lags. Sometimes it's so bad it turns off with me doing nothing.

So what should I do? Will rooting it work?
