Can't receive/send pictures on Android

So I just updated my Samsung Galaxy J3 to Android 7.1.1, and for some reason I can't send or receive pictures without turning on my data (which I have turned off bc I usually have wifi). Before y'all call me an ***** and that I have to turn on my data to receive pics, BEFORE I updated my phone I ALWAYS had my data off, and could receive/send pictures without problem. I remember going into my setting to do this (allowing pictures to be retrieved automatically), but that was a long time ago and I don't know what to do now.

My data saver is not on, I tried turning it on and allowing Messages to "use data without restrictions". It said "1 apps allowed to use data without restrictions", but when I exit my Settings and return it says "0 apps allowed" so that doesn't work. I tried restarting my phone several times but it didn't fix that problem. I also went directly into the Message app settings, and the settings under "Multimedia messages" are already set to Auto retrieve.

Please, does anyone know what to do? Is it because of the new update? I really hate having to manually turn on/off my data to send pictures through text and no I can't afford to have it on all the time. And I absolutely could do this before the update, that is I could retrieve pics automatically WHILE my data was
