Samsung galaxy s4 says it's charging but isn't?

For christmas I got a new phone and I haven't used my old one (galaxy s4) at all since then, and it's been dead all this time. I plugged it in and it is showing that it's charging but it's been over an hour and it's still dead. I need to use it to use an account I forgot the password to but am logged onto on the old phone. I can't access it anywhere else because I've also forgotten my username and I signed up with a fake email.

Any advice?
Added (1). Thanks so much Bob! You're a lifesaver! I took out the battery and put it back in and the phone still isn't charging, but doing that got me to 13% which was all that I needed! :)
