How to send text messages via WiFi?

Hello.

So I have a problem. I have a Samsung Galaxy Note 3, which is an android of course, with T-Mobile. Now the situation is this: bills got the best of me this month and I couldn't pay my phone bill. My service is suspended.

I manage a couple of different store locations doing what I do and I need to be able to get in contact with my employees.

I know Android has the WiFi text feature but it has never worked for me. I even went into settings and changed my default messenger to the google supported "Hangouts" app and that did not work either.

My WiFi connection is the best (12mps) so that isn't the issue.

My question is, how can I send text messages using WiFi, either using Messages or Hangouts?

I will not accept another third party app or one of those "Free Calls/Free Texts" apps as a valid answer.
