Why cant I download any apps on my Samsung galaxy s3 mini?

These are the pictures that show I clearly have enough room to download an app. I always get a notification saying. "Insufficient storage space" or "application cannot be installed in the default install location" I only have four apps downloaded on my phone. I have two more pictures below.
