Samsung Galaxy S4 with Severe Water Damage. Fix?

I was at the beach a few days ago and my phone fell into the ocean water. I didn't realize it at the time so it sat in the water for about 5-10 minutes before being taken out. We just got there so I took the battery out and placed it and the phone in the sun to dry. It probably was in the sun for 2-3 hours and another hour in the car. I took the SIM card out and placed the battery and phone (without the back cover) in separate bags of uncooked rice. After 24 hours, the battery was placed back in the phone but still didn't work. If it was ever plugged into a charger, it would just buzz a lot and when turned on, a somewhat wooden tile-color would appear on the screen.

Is it at all possible to fix the phone? It was pretty new and now its not working at all. I did hear that cleaning the parts with some kind of alcohol and replacing the battery will fix it. Is this true?
