What is better? Using a 23-inch Full HD PC-Monitor or Using a Full HD 22-inch TV as a monitor?

I intend to buy a display device for my computer. Here are its specs.

Processor: 2nd Gen Intel Core i7-2600K (8MB Cache, 3.4GHz-3.8GHz)
RAM: 16GB DDR3
Graphics: Zotac Nvidia GeForce GTX 770
PSU: Corsair GS700 @ 700 Watts

As I said, I was looking to buy a new monitor. I personally liked this HP Monitor…

But then I thought buying a TV would be better… And I know buying a large TV and using it as a monitor would be foolish… So I came across this 22-inch Samsung TV which was also good…

Note: I do intend to play games. So yeah, Even if its a TV that I purchase, It should be fast enough… I guess the Samsung TV says, its 100Hz, which is good I guess…

So what do you think is gonna be better? The HP Monitor or the Samsung TV? Or is there any other TV/Monitor that is better than the these two?

My requirements are:

The panel type should be IPS, screen size should be around 22-24 inch… Full HD (Must), Reasonably fast Response Time…
