I don't have storage space in my phone but I don't have many apps or pictures? - 1

Well I got a new phone a couple months ago and I believe it has 16 gb. I think I have a SD card with 59.45 gb if i'm reading it correct. I have 108 apps including the ones installed by at&t but I can't download apps and I can't check my email on my phone because it gives a pop up saying" device storage is full try deleting some files" but I only have 160 pictures on my phone and I don't think I have that many apps. I'm not very techy so I don't understand this. It is a galaxy s4 if that makes a difference
Added (1). I went to settings>app manager> and clicked on apps to "move to SD card" but it doesn't make a difference
Added (2). I did delete one game app and that let me check my email. I don't know if the apps are really moving to the sd card because I still only have 546 gb of available storage on my device storage
