How are they selling cellphones so cheap in Dhaka?

Bashundhora City Malls, Eastern Plaza and many other such places in Dhaka are selling cellphones at an amazingly cheap price. For example, Samsung Note 3's actual price (at the Samsung store) is 63,000/- Taka. But the said stores are selling brand new sets as low as 42,000/- Taka. I just want to know what's the catch here? How they do it? I can understand that many cellphones are coming through "luggage"… Hence, avoiding any customs duty. But still, that doesn't slash the price by 40%. So what's the deal? Are these counterfeit products… As in, not actually Samsung/Sony/LG made? Or are they actually second hand/refurbished sets?

This is kinda bugging me. Would appreciate your reply/opinion.
